1. Hi, is there a brief for the competition? I have received a link to a number of files but they consist of studies and photos of the site. I would appreciate a detailed list of requirements for the submission of the design.
The competition brief You should be able to find it in the competition materials folder No.’4 PLANNING MATERIALS’, under subfolder ‘4_1_PLANNING_DOCUMENTS’, file ‘4_1_1_competition_brief’. In the e-mail attachment you will find the ‘Table_with_the_competition_source_materials’ where this sequence is marked.
3. Would it be possible to get access to the 3D model of the existing buildings on the site? As far as we can find in the material we can only find a 3d model of the surroundings.
3D model of the existing buildings is included in the competition materials, please see, 5_ADDITIONAL_MATERIALS 5_2_DRAWINGS (Drawings of the buildings on the competition territory) .ifc and .pla files (from 5_2_17 until 5_2_32).
4. On page 14 in the Competition brief is mentioned that the construction design elaboration costs (6.) are part of the criteria for evaluating the project. Is there a specific format we should follow?
Construction design elaboration costs (6.) and project elaboration time (in calender weeks) (7.) you should indicate in the explanatory note.
6. We would like to ask if there is a possibility to see frequently asked questions anywhere? In order not to be repetative with the questions.

7. Where could we find the setback rules for buildings inside the plot and setback distances from the plot surrounding? We have the information below, but it is indicated as “exception of perimeter quarters”, so are there any further information?

The competition area is located in the area of Perimeter building type which is a historically established type of densely located buildings, where the main buildings occupies the entire land area from the border with the adjoining land plot to the border with the other adjacent land (closed perimeter building type) or by departing from the adjoining land border not less than 4.3 m (open perimeter building type).

In the inner courtyard should be foreseen the access ramps, entrance ways and passage ways for fire-fighting equipment is at least 3.5 m and at least 4.25 m high (further information see in the paragraph 13.7).

According to the fire safety regulations, depending on either the building has U1a or U2a fire resistance rating, the minimum distance between U1a and U1a is 6 m, between U1a and U2a 7m, but between U2a ans U2a 8m.

BREEAM HEA 01 requirement: “95% of the floor area in each relevant building areas is within 7m of a wall which has a window or permanent opening that provides an adequate view out.

BREEAM defines an adequate view out as a view of a landscape or buildings (rather than just the sky) at seated eye level (1.2 – 1.3m) within the relevant building areas and should ideally be through an external window. A view into an internal courtyard or atrium will comply provided the distance from the opening to the back wall of the courtyard/atrium is at least 10m (therefore allowing enough distance for the eyes to refocus). The view cannot be an internal view across the room, as this is likely to become obstructed by partitions, filing cabinets etc.”

8. For carpark entrance, is entrance from Krisjana Valdemara Street permitted?
Traffic in the underground parking should be organised with entrance/exit from the Stabu Street and Bruņinieku Street. Entrance from Valdemara street should be for pedestrians only (maybe also for bicycles).
9. Nolikuma 9.2. punktā ir pretrunīga informācija, lūdzu precizēt: A1 (594 mm x 841 mm izmēra) horizontāli orientētas planšetes ar grafiskajiem dokumentiem uz stingrām, gaišām un izturīgām pamatnēm. Planšetēm jābūt vertikāli orientētām, to kārtas numuri un devīze, kas sastāv no diviem latīņu burtiem un trīs arābu cipariem, jānorāda planšetes augšējā labajā stūrī.
9.2. A1 (594 mm x 841 mm izmēra) planšetes ar grafiskajiem dokumentiem uz stingrām, gaišām un izturīgām pamatnēm. Planšetēm jābūt horizontāli orientētām, to kārtas numuri un devīze, kas sastāv no diviem latīņu burtiem un trīs arābu cipariem, jānorāda planšetes augšējā labajā stūrī.

12.1. Do I need to register this as a company or can I register without?
12.2. Is there a scope / brief to what the project should have or be? Or is this project open to all ideas and concepts?

The open international Competition with invited architects can be freely entered by any individuals and legal entities, who have appropriate experience in elaboration of conceptual architectural and urban planning solutions, and who have expressed their wish to take part in the Competition, registering their participation on the website www.kimmelkvartals.lv, after completing a standard electronic template with a purpose to submit their proposals respecting all the requirements set out in the Competition Brief.

13. Hi, Could we please have more information about the contest before registering our team? We want to know aspects like program of the new building and which materials will be given in order to start working.

14. Are the preserve buildings be in use such like the brewery? Are you guys rehabilitating the brewery building to use it for brewery?
The purpose of the "Kimmel quarter" project is to turn the territory of the former "Kimmel Riga" brewery into a modern A class office block with all the required auxiliary functions - an underground parking, a recreation area, cafés, restaurants, a health and sports centre, conference center etc. Evaluating the main cultural and historical values within the Competition territory and the requirements concerning their preservation, it is intended to develop a new building complex, respecting the evolution and character of the urban environment of the area.
15. May I know the final date of submission for the competition and what exactly the requirements and the typology of the building in the aspects of commercial, residential, recreational.

16. I would like to know what is the main reason that the architectural competition which done for the site development in 2005 did not taken as a solution
The main reason why the architectural competition (2005) wasn't developed was insufficient respect of historical values of the site.
Today the "Kimmel" quarter has different developers and different ideas for the future Kimmel territory development.

21. I would like to know if there is a pre-defined program for the space or it’s an open ended program for the competition where the architects come up with a program.
All the information about defined program can be found in the competition documents (the Competition Brief, Competition Designing Program and its graphic appendices).
22. Is it allowed to create entrance to the parking lot from Valdemara Street?

23. Hi, I want take part in this competition, but not from the name of my company, can I do this like private architect?
Yes, if you can provide the required Qualification according to the paragraph No5.
24. In requirement of 5.7. : «The minimum annual financial turnover of the Participant of the Competition and / or a person who resources the participant of the competition previous 3 (three) concluded financial years (years 2014, 2015, 2016) shall be at least EUR500 000 average per year, (if the Participant works less than three years, then the financial turnover for the period they have been in operation». We haven't same annual financial turnover. Can we take part in the competition?
Participant of the Competition means any individual or legal person or an association of such persons in any combination thereof that has submitted a Sketch Design proposal. Accordingly, if you have certified specialists and experience in designing office and administrative buildings in the historical area of the city including, as well as buildings of the highest complexity, but you are young company, then you should show the financial turnover for the period you have been in operation.
25. Hello, I registered yesterday, but I did not have the opportunity to register my teammates. I could only register myself. Is this normal? o Did you have to register the entire team? If so, please indicate how.
Registration is for expressing Your wish to take part in the Competition and receiving all the Competition materials electronically, you don’t need to register all your teammates. More detailed information about requirements for the Competition design and qualification requirements for the Competition participant You can find in the Competition Brief chapters no.4 and no.5.
26. 1. Heights 1.1 Can we measure a volume height within the courtyard from the ground level of the courtyard, which is different from the ground level of the street? As shown in the 01_height scheme 1.2 Can new inner courtyard volumes be higher than street volumes? 1.3 According to the le 4_1_Compilation of regulations: Considering the relief difference in Stabu street it is possible to consider an alternative, where the height of the main cornice remains unchanged. Does it mean that the height of cornice in Stabu street can be up to 21.3 m height if it remains in the same height from Valdemara street? 2. Parking dimensions 2.1 According to “4_1_2_competition_designing_programme” page 30: “For parking of one vehicle in a one-level over-ground car par, the following minimum area shall be provided: for a motorcar – 25 m2;”. Could you specify the exact measurements for one parking space and area next to it defined in Latvian building regulations? (we attach 02_parking scheme) 2.2 What is the required distance from evacuation staircase to furthest parking space in underground parking in Latvian building regulations? ? 3. Presentation material 3.1 Is it possible to submit actual model of the site with the sketch design?
1. Please check the Appendix No.”5_8_1_preliminary_design_stage_sketch” page 15 and 16, where you will find the analyses of the building heights in the inner courtyard as well as along the surrounding streets.
Inner courtyard volumes can be higher than along the surrounding streets.
2.1. Dimensions given in the extract of the RHC protection zone regulations are for the average square meters for one-level over-ground car parking, accordingly, if the parking is foreseen for 10 cars, then the space should be at least 250 square meters.
Measurements for the parking lot are the following: Minimum 2.50m(A) (3.50m for handicaped) x 5.00m (B). C – traffic flow in two directions – 6.00m.
2.2. The required distance to the closest evacuation staircase 90m , the other staircase should be reachable Model is not required, but you are free to submit also the model.
27. As I am ready to go into design I was not able to fine a good 3D models for the existing building in the lot. I did fine the surrounding building sketch up files. Can you please send me sketch up file for the existing building in the lot? That would help out tremendously.
3D model files of the existing buildings we have only as .ifc and .pla files, they are included in the competition materials, please see, 5_ADDITIONAL_MATERIALS 5_2_DRAWINGS (Drawings of the buildings on the competition territory) .ifc and .pla files (from 5_2_17 until 5_2_32).
28. Can two people participate together in the competition?
More detailed information about requirements for the Competition design and qualification requirements for the Competition participant You can find in the Competition Brief chapters no.4 and no.5.
29. Can students participate in the competition? If they can, what do I put in registration form under 'company'?
Elaboration of the Kimmel territory construction idea will be based on the building volumes, architectural vision and functional zoning suggested by the winning Competition proposal, therefore certain experience in the elaboration of the construction design is needed (according to the paragraph No.5).
32. 1. Question regarding requirement submitted in the Designing program section 14.1.13 Energy efficiency guidelines. Would it be an adequate approach for the Competition to have calculations made implying only to the requirements of A class as such (target Total annual energy consumption, specific heat energy consumption during heating season and specific energy consumption during cooling period)? It means no standartized software or specialist, certified according Latvian legal acts, will take part at this stage.
2. If we can get a document of Latvian planning regulations for public buildings and fire safety regulations in english or russian?
3. Is it possible to present graphic material f.e. floor plan on panels in scale 1:250?

33. Recently i have been registered to the competition and i want to ask regarding the required 'motto' and the two roman letter and three arabic number on the right corner of the panels,do they are the registration number,and how do we define it? Do competition organizer give the registration/identification number?
Yes, in the upper right corner of the panel there should be your "motto" consisting of two Roman characters and three Arabic numerals must be indicated. Motto is your free choice. Competition entries are evaluated anonymously, therefore "motto" is the identification of the entry.
34. 4. Can we present masterplan of the study area in scale 1:5000?
5. Can we present plans, sections and facades in scale 1:250?
6. Can we present parking plans in scale 1:500?
7. Can we change the views given for photomontage (6_1_2, 6_1_3 and 6_1_4 in particular) with the same angle zoomed out photos we made ourselves in order to fit the whole design proposal into the photo?
4. Study area should be presented in the scale 1:1000. 5. Plans, sections, facades you can present in the scale 1:250, indicating the scale. 6. Parking plans shoud be presented also in the same scale as other floor plans. 7. As long as the required views remain the same, you can use your photos.
35. 1) Vai gadījumā nav bijuši jautājumi no citiem dalībniekiem, kas tiek pārsūtīti visiem pārējiem dalībniekiem, kāda parasti ir prakse arhitektūras konkursos?
2) Vai, ņemot vērā atsūtītos precizējumus, ir iespējams konkursa termiņu pagarināt par vismaz vienu nedēļu? Jo apdomājot šos precizējumus ir vēlme esošos risinājumus pēc iespējas pielāgot potenciālām vēlmēm.
3) Nolikuma 9.3 punktā minēts: Grafisko materiālu formēt uz A1 formāta lapām, ar sekojošo informāciju: - Konkursa projekta teritorijas ģenerālplānu mērogā 1 : 500 ar: " ...... " norādītu zemes ierīcības plāna koncepciju... Lūdzam precizēt kādam mērķim jāsagatavo zemes ierīcības plāna koncepcija: 1) zemesgabalu robežu pārkārtošanai? 2) zemesgabalu apmaiņai vai starpgabalu likvidēšanai? 3) zemesgabalu sadalīšanai? 4) zemes konsolidācijai? 5) piekļūšanas iespēju nodrošināšanai zemesgabalam? 6) pieejas nodrošināšanai publiski izmantojamām zemes platībām (teritorijām)? 7) uz zemesgabalu attiecināmo teritorijas plānojumā un citos normatīvajos aktos noteikto nekustamā īpašuma apgrūtinājumu konkretizēšanai?
5) Lūdzam precizēt šo punktu: 5.7. Konkursa dalībnieka un/vai Personas, uz kuru iespējām Konkursa dalībnieks balstās, gada minimālais finanšu apgrozījums projektēšanas jomā iepriekšējo 3 (trīs) noslēgto finanšu gadu laikā (2014., 2015., 2016.gads) katru gadu ir vismaz 500 000 EUR apmērā (ja Konkursa dalībnieks darbojas mazāk nekā trīs gadus, visā tā darbības laikā). 6) Programma 14.punktā "METU KONKURSA PROJEKTA IDEJA" 34.un 35. lapaspusē minēts: ".....izvērtējot iespēju savienot Konkursa teritoriju ar blakus esošajiem īpašumiem Skolas ielā (potenciāli iespējamie gājēju plūsmas savienojumi ar īpašumiem Skolas ielā 29 un Skolas 35).... " Sakiet, lūdzu vai iespējams iepazīties ar šo zemes gabalu apgrūtinājumu plāniem - servitūtiem? Vai varbūt varat precizēt šādu servitūtu esamību? Vai ja šādu servitūtu nav vai ir jau noslēgta vienošanās ar zemes gabalu Skolas ielā 29 un Skolas ielā 35 īpašniekiem par šādu servitūtu par labu Kimmel kvartālam izveidi nākotnē?
7) Vai stāvu plānos piedāvājuma planšetēs var attēlot mērogā 1:250 un nevis 1:200? Mērogs 1:200 neietilpst vienā A1 planšetē, un, ja plāni ies pāri divām planšetēm, tas nebūs labi uztverams.

Zemes ierīcības plāna koncepcija nav obligāti nepieciešama, ja piedāvājums atbilst normatīviem aktiem, piemēram ugunsdzēsības un operatīvā transporta piekļuvei. 5. Plānus, griezumus, fasādes varat attēlot mērogā 1:250, norādot atbilstošo mērogu.
36. 1. 1) Būve jānovieto uz inženiertopogrāfiskā plāna. 2) "0" punktam ir jāatrodas modeļa kreisajā apakšējā stūrī tā, lai viss modelis atrastos pozitīvo koordinātu kvadrantā. Kā novietot modeli pēc 1 vai 2? Vienota koordinātu sistēma ir modeļu savietošanas pamatā. Arhitekts ir atbildīgs par koordinātu sistēmas izvēli projektam. Būves nulles punktam ir jāatrodas tās tuvumā. Ieteicams nulles punktu izvietot A‐1 asu krustpunktā un ēkas pirmā stāva grīdas līmeni izmantot kā 0 augstuma atzīmi. Ja modeli pēc kreisā apakšējā asu (A-1) krustpunkta, tad elementi, kas atradīsies pa kreisi un uz leju no šīm asīm būs ar negatīvām koordinātēm. Kā darīt?
2.Stāvu augstums (līmeņi) modelī tiek definēts no tīrās grīdas līdz tīrajai grīdai. Visām projektēšanas disciplīnām ir jāievēro kopīgs stāvu dalījums un nosaukumi. Tīrās grīdas atzīme mainās stāva robežās - dažādu grīdas konstrukciju un segumu dēļ, ko ņemt par stāva augstuma atzīmi?
3. Visiem ēkas elementiem ir jābūt precīzi novietotiem, ar precīziem gabarītiem un pareizi definētām īpašībām. Nepieciešams piemērs, kas ir pareizi definēta īpašība un kas ir nepereizi.
4. Modeļa veidošana ir jāveic, pielietojot pareizos modelēšanas rīkus katrai ēkas daļai. Sienas ir jāveido ar sienas rīku (Wall tool), pārsegumi ar plātnes rīku (Slab tool) utt., kā arī katram elementam jābūt atbilstošam IFC elementa tipam. Revit nav rīka Slab, bet ir Floor vai tas derēs? Vai tas ir jādokumentē?
5. Svarīgi lietot elementu sadalījumu pa atsevišķiem slāņiem, lai viegli varētu "izslēgt" un "ieslēgt" nepieciešamo informāciju, kura tiek eksportēta IFC formātā. Revit nevar izveidot slāņus, ko darīt?
6. Elementiem ir jābūt savstarpēji precīzi novietotiem un ar precīzi definētām savstarpējām prioritātēm, lai tie tiktu pareizi attēloti modelī. Revit nav iespējams izveidot proiritātes, ko darīt?
7. Grafiskais materiāls ir jāpapildina ar tekstuālu paskaidrojuma daļu - izmantojamām konstrukcijām, būvdetaļām, apdares materiāliem, t.sk. fasādes apdares materiāliem. Kādā veidā un kur to darīt?
1. "0" punktam ir jāatrodas savietotā modeļa kreisajā apakšējā stūrī tā, lai viss modelis atrastos pozitīvo koordinātu kvadrantā. Modelis sastāv no ēku modeļiem, kas novietoti uz inženiertopogrāfiskā plāna. Tātad visa modeļa "0" punktam jāatrodas modeļa visa modeļa kreisajā apakšējā stūrī. 2. Ja viena stāva līmenī ir dažāds grīdu augstums, tad par pamatu ņem zemāko grīdas līmeni. 3. Skatīt 4_1_6_BIM_vadlinijas.pdf minētos avotus un Būves informācijas modelēšanas rokasgrāmatu. 4. Nepieciešams, lai BIM modelī uzspiežot uz noteikta elementa tā rekvizītos (properties) būtu noteikts elementa materiāls.
37. 1.What is the maximum permissible height and site open areas from the plot boundary for the project as per local rules?
2. What is the maximum height allotted for each programme including offices, conference center, hotel, lobby, foodcourt and restaurants, spa and fitness and kindergarden respectively?

Inner courtyard volumes can be higher than those along the surrounding streets. 2. Determining the permitted height of a building, it is assumed that one floor is 3.5 m high (from floor to floor). In the regulations of the Republic of Latvia are determined minimum heights for the following functions: - Minimum ceiling height for public building*** - not less than 2.70m (in case of reconstruction 2.50m is allowed), - Hotel - minimum 2.50m, - Technical rooms 0 2.45m, - Showers, wc's - min 2.20m. *** A public building means a building where public spaces or spaces for provision of a public function occupy over 50 % of its total area, incl. buildings of educational establishments and research institutions; medical, health-care, social care and rehabilitation institutions; tourist and other short-stay accommodation; cultural and entertainment establishments; sports facilities; commercial, catering and consumer services; government institutions, and buildings of communications and transport.
39. I noticed that large boards are required as part of the submission. We are wondering if it is possible to waive the requirement of large board submission, even though we are ok to submit everything else. The reason for this is shipping costs would be rather high for these boards.
Requirements for the submission of the competition materials are the same for all competitors. In order to avoid additional costs, you can look for a local partner in Latvia, who could help you with prints and panels.
